PERHITUNGAN INDEKS KINERJA SALURAN IRIGASI ( IKSI ) DAERAH IRIGASI SEI BELUTU KABUPATEN SERDANG BEDAGAI

Abstract

RINGKASAN Penelitian ini dilaksanakan di Daerah Irigasi (DI) Sei Belutu Kabupaten Serdang Bedagai, Provinsi Sumatera Utara. Penelitian bertujuan Untuk menentukan nilai indeks kinerja saluran irigasi pada DI Sei Belutu dan untuk menilai sub komponen dari delapan komponen utama yang belum berfungsi secara optimal. Penelitian ini berupa survey kondisi bendung dan bendungan irigasi di lapangan yang diproleh dengan berdasarkan penelusuran dan wawancara di lapangan Daerah Irigasi (DI) Sei Belutu Serdang Bedagai Sumatera Utara. Pengumpulan data bersumber dari buku Data Daerah Irigasi, diperoleh dari Dinas Pengairan, Energi dan SDM Kabupaten Serdang Bedagai. Skema Bangunan dan Jaringan irigasi, diperoleh dari Dinas Pengairan, Energi dan SDM Kabupaten Serdang Bedagai. Data debit tersedia dan debit butuhan, diperoleh dari Dinas Pengairan,energi dan SDM Kabupaten Serdang Bedagai. Data luas tanam dan produktifitas tanaman padi, diproleh dari dinas pengairan, Energi dan SDM Kabupaten Serdang Bedagai. Susunan Organisasi Pelaksana (OP) jaringan irigasi diproleh dari dinas pengairan energi dan SDM Kabupaten Serdang Bedagai. Data P3A/GP3A (status badan hukum, kondisi perkembangan P3A/GP3A. Penelusuran Jaringan Irigasi Daerah Irigasi (DI) Sei Belutu Wawancara (Dinas Pengairan dan Energi Sumber Daya Mineral & P3A). Dari hasil analisis Kinerja Sistem Irigasi DI Sei Belutu menggunakan 7 aspek indikator dari ketujuh aspek tersebut Sistem Irigasi DI Sei Belutu diperoleh kinerja kurang dan perlu perhatian khusus dengan nilai 65,29%. Pada 7 aspek indikator penilaian yang paling banyak berkontribusi dalam penilaian yaitu komponen organisasi personalia dengan nilai kondisi eksisting 13% dan yang paling kurang berkontribusi yaitu komponen sarana penunjang dengan nilai kondisi eksisting 1,47% DI SeiBelutu. Kata Kunci :Indeks Kinerja, DI Sei Belutuiii SUMMARY This research was carried out in the SeiBelutu Irrigation Area (DI) SerdangBedagai Regency, North Sumatra Province. This study aims to determine the index value of the irrigation canal performance in DI Sei Belutu and to assess the sub-components of the eight main components that have not functioned optimally. This research is in the form of a survey of the condition of weirs and irrigation dams in the field which were obtained based on interviews in the Irrigation Area (DI) Sei Belutu Serdang Bedagai, North Sumatra. Data collection was sourced from the Irrigation Regional Data book, obtained from the Department of Irrigation, Energy and Human Resources of Serdang Bedagai Regency. Scheme of Buildings and Irrigation Networks, obtained from the Office of Irrigation, Energy and Human Resources of Serdang Bedagai Regency. The available discharge data and demand discharge data were obtained from the Department of Water, Energy and Human Resources of SerdangBedagai Regency. Data on planted area and productivity of rice cultivation were obtained from the Department of Irrigation, Energy and Human Resources of Serdang Bedagai Regency. The structure of the Implementing Organization (OP) for the irrigation network was obtained from the Department of Energy and Human Resources of Serdang Bedagai Regency. P3A/GP3A data (status of legal entities, developmental conditions of WUA/GP3A.Investigation of the SeiBelutu Irrigation Ingasi Network (DI) Interview (Department of Water and Energy, Mineral Resources & WUA). From the results of the analysis of the performance of the DI Sei Belutu Irrigation System using 7 aspects of the indicators of the seven aspects, the DI Sei Belutu Irrigation System obtained less performance and needs special attention with a value of 65,29%. In 7 aspects of the assessment indicators that contributed the most to the assessment, namely the O&M organizational component - personnel with an existing condition value of 13,00% and the least contributing were the supporting facilities component with an existing condition value of 1,47% DI SeiBelutu.
