Abstract: ABSTRACT M. Faisal Sahdli (71180712036) with the thesis title "Effectiveness of the Non- Cash Food Aid Distribution Program (BPNT), Case Study of Sei Rotan Village, Percut Sei Tuan District, Deli Serdang Regency". This research was supervised by the head of the supervisory commission, namely Mrs. Desi Novita, SP., M.Si and a member of the supervisory commission, namely Mr. Mhd. Ilham Riyadh, SP., M.Sc. This research was conducted in Sei Rotan Village which is a lowland area located at an altitude of 3 m above sea level, has a tropical climate with a minimum daily average temperature of 31°C and a maximum of 40°C, an average rainfall of 25,000-30,000 mm/day. year and the average rainfall is 31°C/Day with a maximum of 40°C/Day. Sei Rotan Village has a distance of 5 Km from the sub-district capital, namely Tembung (Percut Sei Tuan) and is located between 30 Km from the Regency capital, namely Deli Serdang and is located 15 Km from the provincial capital, namely Medan.This study aims to determine the effectiveness of the Non-Cash Food Assistance (BPNT) distribution program in Sei Rotan Village, Percut Sei Tuan District, Deli Serdang Regency based on target accuracy, timeliness and accuracy of goals for beneficiary families (KPM). The data analysis method used is descriptive to describe the complete state of the object under study. The results of the study explain that the level of effectiveness of the non-cash food aid program is measured based on five accuracy variables, namely target accuracy, quantity and quality accuracy, timeliness, accuracy of objectives and administrative accuracy which indicate that government policies are at the " Effective" level. Faisal Sahdli (71180712036) dengan judul skripsi “Efektivitas Program Penyaluran Bantuan Pangan Non Tunai (BPNT), Studi Kasus Desa Sei Rotan Kecamatan Percut Sei Tuan, Kabupaten Deli Serdang”. Penelitian ini dibimbing oleh ketua komisi pembimbing yaitu Ibu Desi Novita, SP., M.Si dan anggota komisi pembimbing yaitu Bapak Mhd. Ilham Riyadh, SP., M.Si. Penelitian ini dilakukan di Desa Sei Rotan yang merupakan wilayah dataran rendah yang terletak pada ketinggian 3 m diatas permukaan laut, mempunyai iklim tropis dengan keadaan suhu rata rata harian minimum 31°C dan maksimum 40°C, curah hujan rata rata 25.000- 30.000 mm/tahun dan curah hujan rata rata 31°C/Hari dengan maksimal 40°C/Hari. Desa Sei Rotan memiliki jarak 5 Km dari ibukota kecamatan yaitu Tembung ( Percut Sei Tuan) dan terletak antara 30 Km dari ibu kota Kabupaten yaitu Deli Serdang serta terletak 15 Km dari ibu kota provinsi yaitu Medan. Penelitian ini bertujuan untuk mengetahui efektivitas program penyaluran Bantuan Pangan Non Tunai (BPNT) di Desa Sei Rotan Kecamatan Percut Sei Tuan, Kabupaten Deli Serdang berdasarkan ketepatan sasaran, ketepatan waktu dan ketepatan tujuan pada keluarga penerima manfaat (KPM). Metode data analisis yang digunakan adalah deskriptif untuk menggambarkan lengkap tentang keadaan objek yang diteliti. Hasil penelitian menjelaskan bahwa tingkat efektivitas program bantuan pangan non tunai diukur berdasarkan lima variabel ketepatan yaitu ketepatan sasaran, ketepatan jumlah dan kualitas, ketepatan waktu, ketepatan tujuan serta ketepatan administrasi yang menunjukkan bahwa kebijakan pemerintah berada pada tingkat “ Efektif”.
