dc.description.abstractABSTRACT Remission is a reduction in the period of serving a sentence given to prisoners who meet the requirements specified in statutory regulations. The implementation of remission for narcotics and psychotropic substances convicts at the Class II B Penitentiary Institution in Tebing Tinggi is carried out or proposed at a TPP (Correctional Observer Team) session or officials of the Class II B Penitentiary Institution in Tebing Tinggi and the results of the trial are proposed to the Regional Office of the Ministry of Law and Human Rights of the Republic of Indonesia Next, the Directorate General of Corrections makes a decision on the prisoner's remission. The basis for granting remission to narcotics and psychotropic substances prisoners at the Class II A Binjai Penitentiary is Law Number 12 of 1995 concerning Corrections, Government Regulation Number 99 of 2012 concerning Amendments to Government Regulation No. 32 of 1999 concerning Requirements and Procedures for the Implementation of the Rights of Inmates Correctional. The formulation of the problem in this thesis is how the legal regulation of granting remissions to narcotics and psychotropic substances prisoners at the Tebing Tinggi Class II B Correctional Institution, how implementation of remission for narcotics and psychotropic substances prisoners at the Class II B Tebing Tinggi Penitentiary, what are the obstacles in granting remissions for convicts convicted of narcotics and psychotropic substances at the Class II B Tebing Tinggi Penitentiary who are not given remission for sentences already served? This type of research is normative juridical and empirical. This writing is descriptive analytical in nature which leads to empirical juridical research. The data collection tools are document studies and field research, namely by conducting research at the Tebing Tinggi Class II B Correctional Institution. Based on the results of the research, it is known that the obstacles in granting remission to convicts who have committed narcotics and psychotropic crimes at the Binjai Class II Penitentiary who are not given remission for sentences that have been served are inmates who commit disciplinary actions and inmates who are still serving their criminal term which is a condition of the provisions. remission.
