PENILAIAN INDEKS KINERJA SARANA DAN PRASARANA DAERAH IRIGASI DESA PEMATANG TERANG KABUPATEN SERDANG BEDAGAI

Abstract

SUMMARY This research was conducted in DI Pematang Terang village, Serdang Bedagai Regency. This study aimed to determine the value of the irrigation channel performance index in Pematang Terang Village and to assess the main sub-components that have not functioned optimally. This research is in the form of a survey of irrigation conditions in the field which was obtained based on interviews in the Irrigation Area (DI) village of Pematang Terang, Serdang Bedagai Regency, North Sumatra. Data collection was sourced from the Irrigation Area data book, obtained from the Department of Irrigation, Energy and Human Resources in Pematang Terang Village, Serdang Bedagai Regency. The Building Scheme and Irrigation Network were obtained from the Department of Irrigation, Energy and Human Resources in Pematang Terang Village, Serdang Bedagai Regency. The available discharge data and the required discharge were obtained from the Department of Irrigation, Energy and Human Resources in Pematang Terang Village, Serdang Bedagai Regency. Data on planting area and productivity of rice were obtained from the Department of Irrigation, Energy and Human Resources in Pematang Terang Village, Serdang Bedagai Regency. The structure of the implementing organization (OP) for the irrigation network was obtained from the Department of Irrigation, Energy and Serdang Bedagai Regency. P3A/GP3A data were obtained from the Department of Water, energy, mineral resources and P3A. The performance assessment of the irrigation system in Pematang Terang village uses 7 aspect indicators. From the results of the assessment it is found that the irrigation system in Pematang Terang village is lacking and needs attention with a value of 57.83%. The highest contributing aspect is the Personnel Organization component with a condition value of 11.3%, and the lowest contributing is the irrigation asset management information system component with a condition value of 0.3%. Keywords: Performance Index, DI Pematang Terang Village RINGKASAN Penelitian ini dilaksanakan di DI desa Pematang Terang Kecamatan Tanjung Beringin Kabupaten Serdang Bedagai .Penelitian ini bertujuan untuk menentukan nilai indeks kinerja saluran irigasi pada DI desa Pematang Terang dan untuk menilai sub komponen utama yang belum berfungsi secara optimal. Penelitian ini berupa survey kondisi irigasi di lapangan yang diperoleh dengan berdasarkan wawancara di lapangan Daerah Irigasi (DI) desa Pematang Terang Kabupaten Serdang Bedagai Sumatera Utara. Pengumpulan data bersumber dari buku data Daerah Irigasi, diperoleh dari Dinas Pengairan, Energi dan SDM desa Pematang Terang Kabupaten Serdang Bedagai. Skema Bangunan dan Jaringan Irigasi diperoleh dari Dinas Pengairan, Energi dan SDM desa Pematang Terang Kabupaten Serdang Bedagai. Data debit tersedia dan debit diperoleh dari Dinas Pengairan ,Energi dan SDM desa Pematang Terang Kabupaten Serdang Bedagai. Data luas tanam dan produktifitas tanam padi diperoleh dari Dinas Pengairan, Energi dan SDM desa Pematang Terang Kabupaten Serdang Bedagai. Susunan organisasi pelaksana(OP) jaringan irigasi diperoleh dari Dinas Pengairan, Energi dan Kabupaten Serdang Bedagai. Data P3A/GP3A diperoleh dari Dinas Pengairan, energi, sumber daya mineral dan P3A. Penilaian Kinerja sistem Irigasi DI desa Pematang Terang menggunakan 6 asfek indikator .Dari hasil penilaian diperoleh bahwa sistem Irigasi DI desa Pematang Terang kurang dan perlu perhatian dengan nilai 57,83 %. Asfek yang paling tinggi berkontribusi adalah komponen Organisasi Personalia dengan nilai kondisi 11,3 %, dan yang paling rendah berkontribusi adalah komponen sistem informasi pengelolaan aset irigasi dengsn nilai kondisi 0,3 %.
