dc.description.abstractABSTRAK Lampu lalu lintas menurut UU Nomor 22 Tahun 2009 adalah lampu yang mengendalikan arus lalu lintas yang terpasang di persimpangan jalan, tempat penyeberangan pejalan kaki dan tempat arus lalu lintas lainnya. Lampu ini yang menandakan kapan kendaraan harus berjalan dan berhenti secara bergantian dari berbagai arah. Kota Medan dan Deli Serdang merupakan daerah yang padat penduduk, pada ruas jalan ini terdapat banyak kegiatan masyarakat, pertokoan, kios-kios, pedagang kaki lima (PKL). Belum berfungsinya lampu lalu lintas di simpang perbatasan Medan–Deli Tua mengakibatkan kemacetan di simpang tersebut. Manajemen lalu lintas perlu diterapkan khususnya lampu lalu lintas untuk mengurangi kemacetan di simpang perbatasan Medan–Deli Tua. Perhitungan Traffic light dilakukan menggunakan metode MKJI. Berdasarkan hasil perhitungan yang diperoleh di lapangan jumlah kendaraan terbanyak yang terjadi di persimpangan perbatasan Medan–Deli Tua adalah sebanyak 11089 kend/jam yaitu pada hari Selasa (pukul 17.00 – 18.00). Derajat kejenuhan (DS) = 2,51, dimana kondisi tersebut sudah sangat jenuh. Untuk mengurangi DS yang sangan jenuh, maka dilakukan perencanaan Traffic light dan pelebaran jalan. Dari yang awalnya jalan Brigjend Zein Hamid 7,7 meter menjadi 10 meter, jalan Deli Tua 6,50 meter menjadi 10 meter, dan jalan Simpang Stasiun 4,0 meter menjadi 10 meter, didapat DS = 0,87. Dan dari perencanaan pelebaran jalan Brigjend Zein Hamid 14 meter, jalan Deli Tua 14 meter, dan jalan Simpang Stasiun menjadi 10 meter didapat DS untuk jalan Brigjend Zein Hamid = 0,585, jalan Deli Tua = 0,618 dan jalan Simpang Stasiun = 0,423. ABSTRACT Traffic lights according to Law Number 22 of 2009 are lights that control the flow of traffic installed at crossroads, pedestrian crossings and other places of traffic flow. This light indicates when the vehicle must run and stop alternately from various directions. The cities of Medan and Deli Serdang are densely populated areas, on these roads there are many community activities, shops, stalls, street vendors (PKL). The non-functioning traffic lights at the Medan–Deli Tua border intersection have resulted in congestion at the intersection. Traffic management needs to be implemented, especially traffic lights to reduce congestion at the Medan-Deli Tua border crossing. Traffic light calculations are carried out using the MKJI method. Based on the calculation results obtained in the field, the highest number of vehicles that occurred at the Medan–Deli Tua border crossing was 11,089 vehicles/hour, namely on Tuesday (17.00 – 18.00). Degree of saturation (DS) = 2.51, where the condition is very saturated. To reduce the highly saturated DS, traffic light planning and road widening are carried out. From the initial 7.7 meter Brig. And from the planning of widening Brigjend Zein Hamid road by 14 meters, Deli Tua road by 14 meters, and Simpang Simpang road by 10 meters, we get DS for Brigjend Zein Hamid street = 0.585, Deli Tua road = 0.618 and Simpang Simpang road = 0.423.
